In designated freehold zones, non-UAE nationals can own property outright, including the land it sits on, with full title registered through Dubai's Dubai Land Department (DLD). Outside these designated areas, foreign ownership is generally restricted to long leasehold arrangements rather than outright title. This distinction is the reason freehold communities attract the bulk of international buyer interest.
The list of freehold areas has grown substantially since the policy was introduced, and now spans a wide range of community styles — from dense, high-rise waterfront living in places like Dubai Marina and Jumeirah Beach Residence, to low-rise villa communities such as Arabian Ranches and Dubai Hills Estate, to mixed-use urban cores like Downtown Dubai and Business Bay. Newer growth corridors, including parts of Dubai South near Al Maktoum International Airport, have also been brought into freehold status as the city's master plan expands.
Because the exact boundaries and designations can be adjusted over time, it's always worth confirming a specific plot or building's freehold status directly with the DLD or through a licensed broker before making an offer — don't rely solely on a listing description.
Freehold status is what makes Dubai's international appeal possible, but it's a starting point for due diligence, not a substitute for it. Pairing freehold confirmation with a proper look at the building, developer, and community fundamentals is what actually protects your investment.
